Every exporter who has shipped on wooden crates knows the drill: heat treatment or fumigation, an IPPC stamp, extra cost and the occasional delay when paperwork does not match the cargo. The reason is ISPM 15 – and it is exactly why paper-based export packaging keeps winning lanes worldwide.
What ISPM 15 Actually Is
ISPM 15 is the International Standards for Phytosanitary Measures No. 15, published by the IPPC (International Plant Protection Convention). In plain language: solid wood packaging material – crates, pallets, dunnage lumber – must be debarked and treated (heat treatment or methyl bromide fumigation) and stamped with the IPPC mark before crossing borders. The goal is stopping wood-boring pests from hitchhiking between continents.
What Is Exempt
The standard does not apply to packaging made without solid raw wood:
- Paper-based packaging – corner boards, honeycomb boxes and panels, paper pallets, molded pulp
- Plywood and processed wood – the glue-and-press process counts as treatment, so plywood pallets are exempt too
- Corrugated boxes, of course
- Thin wood under 6 mm, wood shavings and similar processed materials
That is the whole trick: paper corner boards, paper pallets and plywood pallets leave the factory with no treatment step, no certificate chase and no IPPC stamp to explain at customs.
What Fumigation-Free Actually Saves You
Time. No treatment scheduling before loading, no re-stamping when packaging is replaced, fewer surprises at the port.
Cost. Treatment and certification add per-unit cost on every wooden crate. Over thousands of units a year, the delta funds a lot of protection.
Compliance risk. Missing or unclear IPPC marks are a classic cause of quarantine holds. Paper packaging removes that failure mode entirely.
Sustainability points. Buyers auditing packaging carbon and recyclability see 100% kraft paper that recycles with the cartons – no treated-wood disposal problem at destination.

Do paper corner boards need fumigation for export?
No. Being 100% paper, they are fully ISPM-15 exempt – no fumigation, no heat treatment, no IPPC mark required.
Are plywood pallets really exempt from ISPM 15?
Yes. Plywood is processed wood (glued and pressed), which the standard treats as treated material – no additional heat treatment or fumigation needed.
Can a paper pallet survive an ocean container?
For palletised cargo in dry container conditions, yes – our paper pallets carry up to 1,000 kg static load and ship in direct container loading. For very wet or outdoor storage routes, we will advise coated or plywood options.
What documents prove the packaging is exempt?
Material specification and product data sheets from the factory state the paper/plywood construction. We provide these with every RFQ and order.
Does exempt packaging still need an IPPC stamp?
No stamp is required for exempt materials. The IPPC mark only applies to treated solid wood packaging.
